Update in 2022.
The tutorial below was written 8 years ago. At the time, the dress forms can be found at Hobby Lobby at $19.99. Unfortunately, this item was discontinued several years ago. Now you can purchase it on Amazon: Wire Dress Form Wall Decor. But the price is too high to make a bow holder. We did some research and found this Wire Wall Decor is good for the job. Just wrap the tulle (or ribbon) strategically, you’ll get something like this (HipGirl Orchid Hair Clips are used):
It is also expandable. Just tie several ribbon on the hands to hold more bows.
What we need:

Let’s start dress it up.

5. Loop the center under the wire.
6. Tuck the ends into the loop.

10. Now we need 4×18″ Ribbon. Cut 1.5″ and 7/8″ ribbon in 18″ with V cut. Tape them together using double sided tape.
11. Sew or glue ribbon on wire as shown.
12. back view–enlarged.

17. To secure the belt, just make a knot on back (or sew ends together).
18. Done.
